Solaris Resources Meets Ecuador’s Minister of Energy and Mines to Discuss Warintza

Solaris Resources recently met with Ecuador’s Minister of Energy and Mines, Juan Carlos Blum, and several Vice Ministers in Quito to discuss the Warintza Project, offering another indication that the copper development remains firmly on the government’s agenda.

Representing Solaris were President and CEO Matthew Rowlinson and Vice President of Government, Regulatory, and Corporate Affairs Walter Garcia, who provided an update on the project’s progress. The company said discussions covered Warintza’s development and the contribution responsible mining can make to Ecuador’s long-term economic growth.

The meeting follows a series of milestones at Warintza, including technical approval of the project’s Environmental Impact Assessment and completion of a Pre-Feasibility Study, which have shifted the project’s focus from exploration and resource growth toward permitting and development planning.

Copper Takes a Larger Role in Ecuador’s Economic Plans

Ecuador’s mining industry has undergone rapid change over the past decade. Commercial production at Mirador and Fruta del Norte demonstrated that the country could support large-scale mining operations, while the next wave of projects is expected to determine how quickly Ecuador expands its position as a copper producer.

President Daniel Noboa’s administration has identified mining as one of the sectors expected to attract long-term private investment and generate additional export revenue. Recent policy changes have centred on reopening the mining cadastre, revising mining legislation, strengthening fiscal oversight, and advancing strategic projects that can support long-term economic growth.

Solaris Resources Warintza sits squarely within that group of projects.

Located in Morona Santiago province, the deposit has grown into one of the largest undeveloped copper discoveries in the world. Solaris controls the project outright and has spent the past several years advancing engineering studies, environmental permitting, and district-scale exploration while continuing to advance geological understanding of the deposit.

Blum’s Ministry Will Influence the Next Stage

For advanced projects such as Warintza, the Ministry of Energy and Mines becomes a key counterpart as development progresses.

The Ministry oversees mining policy, permitting, and sector planning, and works with other government institutions on issues affecting project development. Under Blum, the government has continued promoting investment in the mining sector while placing greater attention on the infrastructure and energy requirements associated with future large-scale operations.

That is particularly relevant for copper projects. Processing facilities require substantial, reliable power, and future mine developments will depend on coordination among mining policy, energy planning, and public infrastructure.

Meetings between project developers and the Ministry of Energy and Mines provide an opportunity to review progress and maintain dialogue as projects move through successive stages of development.

Community Agreements Continue to Draw Attention

Warintza has also attracted attention for the agreements Solaris Resources has negotiated with neighbouring Shuar communities.

The company’s Impact and Benefits Agreement, first signed in 2020 and later updated, established a formal process covering participation, oversight, and benefit sharing throughout the project’s development. The agreement has become a reference point in discussions around community participation in Ecuador’s mining sector, where Indigenous engagement remains an important consideration for major projects.

For the government, projects combining technical advancement with established community agreements are particularly significant as Ecuador seeks to expand its copper industry while maintaining public confidence in new mine development.

Although the meeting in Quito did not produce any new policy announcements, it confirms Warintza is a vital part of the government’s effort to advance the next generation of copper projects that will lead Ecuador’s mining sector over the coming decades.
